Thats why the postal tariff is very cheaper.
A cecogramme which is a letter free of charge to or from a blind person. This example received from China shows a nil value cinderella stamp and several interesting postmarks. Maybe some of our Chinese members would be kind enough to translate them for me. Inside was a letter written in Braile.
